Subcomponents under the Civil Works component
Construction
The component will provide resources for the construction, furnishing,
and equipping of approximately 11 primary and all age schools, including
two new schools, three full replacement schools and two partial
replacements and four expansions of existing schools.
The proposed new school construction will provide approximately
4,965 student places of which 2,235 will be replacement; 1,3656
will be expansion; and 1,365 will be new places.
Replacement schools will replace existing buildings, which are
beyond repair because of inadequate construction, structural defects,
old age and other conditions such as inadequate space for expansion.
Expansion school is located in existing facilities, which are severely
overcrowded. All extensions will be located on the site with adequate
land space for the extended facility.
Status as of July 31, 2003
Land acquisition and survey: documents have been received for Bromley,
Mayfield, Gordon Town, Guys Hill, Christiana, Lucea, Chester Castle,
Red Hills. While letters of undertaking have been received for Hellshire,
Mansfield, and Sheffield.
Surveying is complete and topographic plans have been received for
all six phase-I and five phase-II schools. The negotiation for the
fruitful Vale site continues.
Engagement of consultants Phase-I and II: Two draughtsmen were contracted
and have been working satisfactorily. In addition all Quantity Surveyors,
Mechanical and Electrical engineers and Civil/ Structural engineers
for phase-I have been contracted and are working. The engagement
of consultants for Phase-II is yet to commence.
Geotechnic Survey: The geotech survey for all phase-I and Phase-II
schools is complete.
Preparation of Contract Document: All contract documents for phase-I
schools have been completed and are awaiting final in-house review.
While, the contract documents for all phase-II schools are approximately
50 percent complete.
Passing of sites by National Environmental and Planning Authority:
Documents for the Bromley and Hellshire sites have been completed
and submitted to the Authority.
Notice to Jamaica Public Service Company limited and National Water
Commission: Letters of notice have been sent to these organizations.
Parish Council Submissions: Drawings for five Phase-I schools
Are ready fro submission to the various parish councils.
School Based Maintenance Programme
A training programme is planned for school principals in the implementation
of a School Based Maintenance Programme to address issues of preventative
maintenance.
In support of this training, equipment and supplies for the establishment
of a detailed school inventory database will be undertaken.
Status as of July 31, 2003
Training of principals: Approximately 50 percent of principals
have been trained.
Implementation of programme (SBMP): Implementation has been put
on hold.
